Yes, the subscriber credit only applies to new subscribers. Here's the info from the description "Available to new residential customers, where access and line of sight permit."

No it is not a PVR. It is also not a Hi Def receiver, Standard Def only.
The PVR is 9241 which is a great unit.

No this is a plain standard definition receiver with no recording capability, you would want the 9241 or the 6131 with an external harddrive is an option.

The Bell 4100 is simply a Standard Definition receiver and has no built in memory to record to.

You can only decode one TV channel at a time with this receiver, it has several different types of video outputs, HDMI, audio video, composite video, and s video, and digital audio, so you should be able to feed more than one TV. But because of the cables required, unless the other TV is fairly close to the receiver, it may not be practical.
